National Security Through the Lens of International Relations Theories: An Analytical Study in the Context of Contemporary Global Transformations

Background: The approaches of international relations theories to the concept of national security are diverse, particularly in response to the ongoing political, economic, social, and military developments at both domestic and international levels. These transformations have necessitated a comprehensive reassessment of national security in light of emerging threats. Objectives: This study aims to analyze the approaches of traditional, broadened, and critical theories to national security, highlighting their theoretical foundations, units of analysis, and identified sources of threat. Methodology: A qualitative descriptive-analytical method was employed through a critical review and analysis of relevant theoretical literature. The study sample consisted of theoretical texts and approaches within the field of international relations that address the concept of national security. The analysis focused on three key variables: the analytical reference (state, society, individual), the sources of threats (internal or external), and the tools and mechanisms used to ensure security and mitigate risks. Findings: There is significant variation among the theoretical approaches in their perspectives on national security. Traditional theories emphasize the military dimension of the state and marginalize social aspects. In contrast, broadened approaches offer a more comprehensive vision that accounts for emerging threats such as pandemics, climate change, and cyberattacks. Critical approaches redefine security from a human-centered perspective that emphasizes justice, dignity, and fundamental rights. Recommendations: The study recommends integrating different theoretical approaches into a flexible and hybrid model that considers national specificities. It also advocates for the incorporation of human security into national security strategies, especially for decision-makers in developing countries, and for enhancing the role of non-state actors in building sustainable security.
الخلفية: تتعدد مقاربات نظريات العلاقات الدولية في تناولها لمفهوم الأمن القومي، وهو ما يتجلى مع التطورات المتلاحقة في البيئة السياسية والاقتصادية والاجتماعية والعسكرية على الصعيدين الداخلي والخارجي؛ مما استدعى مراجعة شاملة لمفهوم الأمن القومي في ظل تنامي التهديدات المختلفة. الأهداف: تحليل مقاربات النظريات التقليدية والموسعة والنقدية للأمن القومي، وتسليط الضوء على مرجعياتها ووحدات تحليلها ومصادر التهديد المعتمدة لديها. المنهج: تمّ استخدام المنهج الوصفي التحليلي النوعي من خلال مراجعة الأدبيات النظرية وتحليلها؛ إذ تمثّلت عينة الدراسة بالنصوص والمقاربات النظرية المتنوعة في حقل العلاقات الدولية التي تناولت مفهوم الأمن القومي، وقد ركزت الدراسة على ثلاث متغيرات؛ مرجعية التحليل (الدولة، المجتمع، الفرد) ومصادر التهديد (داخلية أو خارجية) وأدوات ضمان الأمن وآليات تحييد المخاطر. النتائج: وجود تباين كبير بين المقاربات النظرية في رؤيتها للأمن القومي؛ فالنظريات التقليدية تركز على البعد العسكري للدولة وتهمّش الجوانب الاجتماعية، بينما توفّر المقاربات الموسعة رؤية أكثر شمولية تُراعي التهديدات المستجدة، مثل الأوبئة والتغير المناخي والهجمات السيبرانية؛ أما المقاربات النقدية، فتُعيد تعريف الأمن من منظور إنساني يرتبط بالعدالة والكرامة والحقوق الأساسية. التوصيات: دمج النظريات المختلفة في نموذج مرن ومركّب يأخذ الخصوصيات الوطنية في الحسبان، وتعزيز مفهوم الأمن الإنساني في استراتيجيات الأمن القومي، خاصة لدى صناع القرار في الدول النامية، إضافة إلى تعزيز دور الفواعل غير الدولانيين في بناء الأمن المستدام.
